I had a look at your project and there are a couple of points to improve:
1) Your ARML is syntactically correct but semantically is not: your Placemarks need to refer to the Provider ID specified in the ar:provider section. A possible fix could be the following:
<Document>
<ar:provider id="MDGIL">
<ar:name>Pintong_RTtest</ar:name>
2) When you are publishing your ARML file with our Publish Tool then you need to select type "ARML" and upload the file. It seems that for the current project you have selected "KML".
I just uploaded your project containing the steps described above and it works: you can launch the Wikitude App and look for a world called "Pintong_RTtest_from_Wikitude".
Please, let me know if that tips solved your issue.
Thanks,
Simmo

Hi Ryan,
the Sandiman world looks good. I have just published your file without changing anything.
Did you remember to select ARML as world's type ?
Are you testing your world's placemarks from a location close to at least one placemark ?
What are your latitude and longitude ?
Cheers,
Simmo

Hi Ryan,
You can fake your location with a free app and try to open Wikitude.
