In our app, we need to enable users to generate and share their own Targets. To that end, the user will take a picture, and we want to convert it to a Target, store in our CMS, and upload to other phones under certain conditions.

Question: what APIs exists to create a .wtc or .wtm file from a png or jpg image on the phone? If not possible, is the targets enterprise script the solution and can it be deployed in a cloud?
