is it possible to do so? if not, do you plan to unlock this option?

Hi, 

Using the WTC Editor at runtime is not currently possible. Are you looking to create wtc files at runtime on mobile, or only in the editor to automate some processes?

I want to let the user take a picture of an Object and turn it into a trackable target, all that without using Cloud or the online target Manager.
